Florida’s laws on child abuse and the failure to report child abuse are among the toughest in the nation. The law states that ANY PERSON who witnesses or has reasonable cause to believe that a child has been physically or emotionally abused, neglected, abandoned, or sexually abused has a duty to report the abuse to the Department of Children and Family services or to local law enforcement.
